These verses were revealed while Prophet Rasulallah SAW and followers returning without performing Haj and after signing Treaty of Hudabia.
Everyone were dejected and felt that the treaty was not in favour and Allah SWT revealed these verses to give peace to them and strengthen Imaan. Conquest of Mecca happened in less than 3 years after this. And other great conquests.
